no, the delivery charge is the price you pay for the privilege of sitting at home on your duff while some poor schmoe brings you your food in 30 minutes or less. the driver very likely doesn't see a dime of that delivery charge, so unless you want to be known as the loser that doesn't tip it would be great of you to give at very least a 10% tip, or more if your delivery was particularly fast or if you live across town. it ensures that you get better service; the drivers aren't going to break your necks to get your food to you if you're a lousy tipper. and it's always a good policy to be extremely nice to people who handle your food, because you never know what you could end up eating.

No that is not the tip. There is always a charge for the service provided of delivering your pizza. Tips are not mandatory at most pizza places, but hopefully you'll give one anyway. :)
