The words are taken from the Latin Vulgate Bible, but have been changed somewhat and don't mean much without the rest.
Spritus sanctus in nomine . . . Holy Ghost, in the name of . . .(the father, son, etc?)
Deus et Dei Domino - without more context, doesn't make sense. Literally - God and of God to the Lord . . .
