So I ordered a Domino's pizza online. When it arrived the guy asked for my credit card. He then scratched the entire front of my card (whole number, date, name) onto the receipt.

Yes it is legal. In the old days (10 years ago) that is how it was done. I still see it done from time to time at flea markets and small businesses.
